Im thinking of buying a 1990 mustang but the only problem is it tops out at 25mph can you tell me why this is and can it be fixed?

Absolutely,
Unfortunately it's an older car ( by standards a classic in it's 16th year). So it may be expensive. Now depending on many things, sounds you hear, last time you changed filters and fluids, and last time you had a full service on it. It sounds like two things, Air intake or a governor problem. it's not a exhaust or battery issue, because the car runs, just not well. My advice would be to get a full service at a qualified Ford Dealership, and get a diagnostic done as soon as possible, the more you drive it in the condition it's in, the worse off you are going to be.

Along with the 25mph, it probably idles fine. But when trying to exceed 25mph it starts to sputter, backfire, etc?

Sounds like the mass airflow sensor. Easy fix if you're so inclined mechanically. Part shouldn't be overly expensive. Just make sure that's the problem before buying one.

If you can't fix it don't buy it. I'm guessing it's stuck in limp mode due to a gutted cat but it could be the tranny even which would make the car worthless.

If it's a gutted cat you can fix it with a cel eliminator but no guarantees because you have no idea what the problem is. Does OBD diags work on cars this old? Not sure...

I definately would not buy it until that gets fixed.

It's kind of hard to look cool in a 'stang that tops out at 25mph.

Does the engine miss? or is it just plain sluggish?
If it misses, that could be a variety of things, but offhand my guess without more information would be 1- starved for fuel, and 2, plugged catalytic converter, which could be very expensive.
Ignition is another possibility although it doesn't soud like ignition and or plugged fuel injectors.
If the engine is running smooth, without laboring, then you might have a slipping tranny, but in that situation your engine would race. I would look at the converter first.

My best guess is that No.1 its a Ford, No.2 its a mustang, No.3 Its depressed because so many chevys beat it drag racing off the light.

I wouldn't go for that car unless you have the money to fix the problem (and it may be a big one!!!) The choice is up to you but, I would take the wise way out! Best wishes!!!

Probably needs major repairs. Could be on limp mode if the computer check engine light is on as well. Hard to say without being there.

probably transmission or torque converter. But could be electrical. Take it to a mechanic.

my first guess is the catalytic converter is plugged up. this is a componet of the exhaust. yes it can be fixed, if this is the problem.
