my son had a spy themed party for his7th birthday. avery.com has everything you need - invitations, banner, and a scavenger hunt game. you just need a printer, cake, and ice cream.

This was a BIG hit at my daughters birthday parties for YEARS. You take an inexpensive gift (something from the dollar store will do) and wrap it in many layers of left over gift wrap. You turn on music and the kids sit in a circle and pass the present. When the music stops, the child who is holding it gets to take one layer of the wrapping paper off, until the last layer of paper and then of course the person gets to keep it. We would play that a few times along with other games and with my monitoring, everyone got a gift eventually. There is also the cotton ball on the plastic spoon and they have to get as many into a cup or bowl blindfolded as they can in one minute. The memory game...you put about ten ordinary items on a tray. Have the kids look them over, then take the tray away and have them write down what they remember, whoever remembers the most, wins.

Have a treasure hunt. Come up with all kinds of clues the kids can follow that will eventually lead them to the prize, or prizes.

have a themed party..like pirates and have battles between fake "ships" made out of cardboard and use balls as cannons. have a sports party and have different obstacle courses for a whole bunch of different sports. go to a local skating rink or sports center. go to a movie and have a sleepover. hope this helps!
