I just notice a red spot on the top of my male bettas head and was wondering if someone could tell me what it is, he also has a film on his left eye, the red spot that is on his head seems to make his mouth look funny like it is flat and sticking out.

That really sounds like the start of a columnaris infection. Look closely to see if there is any white fuzzy looking stuff around the red area or around the fishes mouth. The best treatment for Columnaris is Furanace but you can also use Maracyn TC for a fairly good treatment. Just treat as directed on the package for 10 days.
