I think a landlord would be a FOOL not provide an air conditioner in Texas.... if your landlord refuses one, I would find another landlord FAST, it's 100 in Houston today!

Unless it is stated in the rental agreement the landlord does not have to provide A/C.

Anything except the premises is optional. ~
But you could make the air conditioner subject to taking the rental

No. There is no requirement that an air conditioning system be provided, unless it is speciffically called for in the lease.pp

It depends on what is in the lease. All of the inclusions will be listed, read it before you sign it!
