Both. The physical state of whatever was dissolved has changed and the gas produced is a chemical change.

Chemical change. The gas has to come from somewhere. It came from a chemical reaction. Amaze your teacher! Tell her that the substance was sodium borohydride, NaBH4. It dissolved in an acid to produce a gas:

NaBH4 + HCl(aq) + 3H2O ===> H3BO3 + NaCl + 4H2

As the substance (and the acid), has changed chemically it's a chemical change.
