You can try running online scanner, from Kaspersky Russia, rated # 1 in the world for virus detections.

http://www.kaspersky.com/virusscanner

Allow the scanner from Kaspersky to scan your entire system. Can take upto two hours depending on how many running processes and how many programs you have installed. Will kill any virus found in real time.

No conflict with your existing antivirus program.

Suggest if a virus if found that you reboot your pc.

Restart your computer in safe mode (keep pressing F8 key before the windows sign comes on) and try again going into your control panel see if it unlocks. Mine did too when both Microsoft were playing with my computer controlling what I do, as well as spyware in the past, before I reformatted the disk. If it doesn't work you may have to do the same (reformat) as these things tend to have a way of messing you up. Though you can rid spyware with reformat you can't get rid of Microsoft playing you remotely.

You could try a repair install, so you don't have to format you HDD and restart all over. Just restart your PC, put your OS CD in an choose install windows and then do a repair install. If you don't want to do that, try ccleaner (www.ccleaner.com) which gets a list and uninstalls everything heaps faster and has handy tools thqat help clean up your hard drive.
