I'd say it's because the speaker wants to diffuse the gravity of what they're going to say. Being nosy is not virtuous, but if the person implies they never intended to overhear the information, then you'll be less likely to judge them.

This is one of those phrases to watch out for from people you know. People who are inclined to say things like "It's none of my business, but..." tend to be the people who intentionally learn unintentionally gleened information. In other words, they are phonies. They can't stand to be judged, even as they judge others.

People tend to say that when they suspect that the person they are talking to might say to them, "It's none of your business."

The phrase is used as a qualifier, when someone, is butting in.

I try never to do than, enter someones space or life without an invitation.
I also try never to tell anyone they should.
