I don't know of the "best" but I know what would make a game the best. The best game would have to be fun, have a great plot, somewhat challenging, a rpg, not all killing but have different actions and challenges (not just kill him and then rob this man), and also have awesome graphics.

Speaking from a sales point of view, the original Super Mario Bros. for NES is THE number one best selling videogame of all time, not including remakes.
This is the only true way to determine the best game of all time. Everything else would probably be based solely on opinion, and not a universal fact. Nintendo's Super Mario Bros. is the world's best selling video game, and this is a FACT.
