It means that a person should think for them selves and do not let others dictate what you should or should not do in your life or with your life. If you allow others to take control you become their identity, and loose your own in the process.

I think the quote refers to what is happening to this country as a matter of fact . . . .
Either you make an informed decision which is often difficult because it calls for "thinking" which requires effort - OR - you let others think for you because you were otherwise too occupied with your own set of troubles to be bothered with the big picture.
This is particularly true of voting - it requires making an informed decision and some people don't vote because they aren't informed or simply don't care enough and let others decide their future/fate.

People can either express themselves and act in life, or they can sit back and wait to see what happens to them, because the world does not stand still. If you are not going to act in the world, then you are allowing the world to act on you without having any say. We cannot control what happens to us, but we can respond to it, influence it, and try to make a contribution.

It sounds very self-explanatory to me. You either think for yourself OR else someone else will think for you (they will influence your likes, dislikes, control you, dictate what is wrong and right, and basically allows you to live a life without using your brain or questioning important issues.
