He has not said a formal one but he has said publicly that he is going to marry her. I checked the regular rags and they have no mention of it. The other gossip sites that have the "proposal' note are not that reliable so take it with a grain of salt.

In the song "Lost One"...he hints that his relationship with Beyonce may soon end because she's 10 years younger than him and still building her career....putting out albums , acting, and touring the world...while he is winding down ...Jay-Z has been rapping since he was 16 or 17 professionially...he retired from being a rapper...after headlining successful world tours and releasing ten Platinum albums...he and Beyonce went on several vacations together...attended several awards shows but there were also rumours of him being with Free, Tierrra Marie, and Rihanna...on the sly....then there were times when Beyonce was all up in Terrance Howard's face.....there have been rumours about them being engaged for 2 years now....Jay is a notorious player...Beyonce has been with him for 4 years now...that is a testament to how much of a woman she must be..to have a streetwise business savvy dude who has seen the world and had more than his share of women...strung out.
