Click tools then pop up blocker

The million dollar man above has your answer, but needs more detail.
On your browsers' menu go to tools, go to the bottom of the panel click on Internet Options, click on the tab on the top of the panel which pops up which says Privacy next to Security, when that pops up go to the lower section where the red circle is and click on the little box below it which says "turn on pop up blocker".

I am not sure if you want to turn off your pop up blocker or you want less popups.
If you want to turn off the pop up blocker ( windowx xp)

internet explorer > tools > pop-up > blocker turn off

sometimes you want something and it blocks it

If you want less pop ups

1) either turn on the pop up blocker in an updated version of windows xp

2) if you do not have windows xp or prefer I prefer the pop up blocler in the google toolbar

Install the google toolbar

http://toolbar.google.com/T4/index_pack.html

You can get a simpler older version of the google toolbar
( google toolbar version 2) at

http://www.oldversion.com/program.php?n=googletool

the newer one may drive you crazy with all the services google offers ( an you are not interested in)

Note: only use one pop up blocker not two= they will fight and you will not be able to see certain web pages

http://www.oldversion.com/program.php?n=googletool

either the windows or better google but not both

Secondly: the first fellow is right
Adaware or spyware is a magnet for displaying of pop up ads
Run a couple of antispyware programs
all find different things

If you want to know about spyware / adware/malware

http://en.wikipedia.org/wiki/Spyware

http://www.vintagecomputermanuals.com/Twit/Security%20Now/SN%201-%2010/Security%20Now%

You can download adaware here

http://www.download.com/Ad-Aware-2007/3000-8022_4-10695895.html?tag=lst-0-2

make sure you do the updates of adaware and spybot and make sure you do them on a regular basis

http://www.download.com/Ad-Aware-2007/3000-8022_4-10695895.html?tag=lst-0-2

Spybot - also free - you can donate if you wish

http://www.download.com/Spybot-Search-Destroy/3000-8022_4-10401314.html?tag=lst-0-1

run both regularily ,do the updates and remove all they find
Spyware can reduce you internet speed to 10 %

Use Firefox. Easily the best web browser that has a built in pop-up blocker and it works great. Did I mention it's free? Google it.

I use firefox and havent had a pop up since
http://www.mozilla.com/en-US/firefox/
be sure to get fasterfox to speed things up (firefox is a little slow without this plugin)
https://addons.mozilla.org/en-US/firefox/addon/1269

but you could have adware forcing IE to open
get spybot to kill the adware
http://www.safer-networking.org/en/mirrors/index.html

install and update, then use it to scan
