Hi i have two fish, 1 is sick, one is fine!
i change the water 50%.
I feed them every 2 days.
He is looking pretty sad sitting at the top of the tank not moving(He is alive! cos he moves occasionaly!)
but hes not eating and his fins have become all small and shriveled!
I dont know what to do!
Has the other fish attacked him?

once fish go on the down hill its impossable to get them better. see if your fish are compatable they may be nibbling at his fins.

What kind of fish, how big is the tank, 50% is more than enough.
what are you ph, ammonia, nitrate, nitrite levels blah blah blah.

I would need more details, but it sounds like your fish has a serious swim bladder infection. Once it has gotten this bad it's basically impossible to treat.
