If the mobo has so many onboard features (sound, LAN, Firewire, modem, etc.) 2 PCI slots would be ok. The PCI slots give you the flexibility of adding expansion cards that you like/need.

you need one pci, or agp, or PCI-E x16 for a video card, unless the vid is built into the MOBO itself.
then one pci for a networkcard, unless its on the MoBo too.
and one more for your sound card, unless of course Mobo too.
so I'd say three just to be safe.
You should really go for 2 PCI-E x16 slots and 2 pci.
No pci slots don't burn out. if the do, usually all the pci slots will go and you will have other major problems with the board

PCI slots offer functionality for things you don't currently have installed on your laptop. What if in a year or so, they come out with a replacement for USB, say. You'd want said port on your laptop, but a new laptop is expensive,and maybe it's fine with the exception that there's no 'new' port. You buy one that plugs into the PCI slot, and you're back in business.
