I always apply eyeliner on the lower inner rims of my eyes. This helps to prevent smudging, and if it does smudge it will be less noticeable. A few tips and tricks are:
-Select a colour of eyeliner that will not be too harsh on your eyes. If your eyes are pale blue, pale green or a very pale brown, avoid using black eyeliner, or use it sparingly. Browns and greys will add the same effect but look more natural and less harsh.
-To make your eyes appear wider, apply your eyeliner from the center of your inner rims and outwards. This makes your eyes appear to be larger, looks more natural and is harder to smudge.
-To give a natural impression, add small and even dots of eyeliner along your inner rims. This also helps to prevent smudging, even if you cry or interact with water.
-If your eyes are rather round, or lack shape, add a small dot in the outer corner of your eye. Don't add too much, and don't make it too dark; you don't want to look like Cleopatra! This adds a lot of shape to your eyes, especially if you tilt your dot upwards.
-Applying too much eyeliner, or in dark layers, can make your eyes appear smaller. It will also look bad if it smudges.

Alright something I can ansure. Well it depends on the type of look your going for. If you want a gothic look (my personal fave) you take an eyeliner Stick and draw a diagonal line on your upper lid from the inner Cornor of your eye and draw it straight out a little out of your eyelid. Then connect the line to the bottom lid. Fill in the inner lower line (bottom part of eye) so you basically have a triangle. Now you fill in that triangle with black liquid eyeliner. Allow it to dry and apply a light Grey around your upper lid to your brow. Tad ah.
but if your a preppy person I cant help you.
If your looking for a professional look try this. Yes this is my eye and I even did it for you lol. You take a red color and apply it to your lower eye, first light then dark, apply an orange like color to the top and a brown to the brow. Make sure you take the red and put it in the cornor of your eye to, and on the upper to your eyelashes.

I say use the pencil eyeliner that twist up as a substitute of polishing for the interior your eyes. Liquid/gel for on suitable (your lashline) and kohl or pencil for purely your eyes (if u ever positioned eyeliner below your eyes,not purely in the waterline)

Liquid works best really close to your lash line on your upper lid because it'll thicken it. Other liners are good on the inner rims of your lids or right next to your lash line on either the top or bottom.

I will use black liner on the insides of my lids and then use a black powder over it and that keeps it from running. I swear by this.. And then for my upper last line i use a cream liner and then again set it with a shadow..
