By rule a runner may attempt to advance at any time the ball is live. That simple.

I had that exact play in a JV game about 3 yrs ago when the following happened: Runner on third 1 out bottom of 7th. IW awarded and batter-runner hit first at full speed and jetted towards second. The pitcher threw into centerfield and the runner trotted home from third with what he thought was the winning run. ONE PROBLEM -- IW in HS rules is a dead ball. Runners on corners had to be reset to continue play.
(Thought it was an interesting story)

If time has not been called, he can attempt to advance with the risk of being put out. It very rarely happens in the majors, since doing it successfully requires several infield players to be sufficiently distracted.

In a 1970s-era Dodgers game -- the players were Garvey and Cey, though I don't recall who was on first and who was batting -- the hitter thought Ball Four had been called and trotted down to first base; the runner there, also not paying attention, started for second. The catcher threw the ball to second base, the runner was put out, and the batter had to return to the box. That's humiliating, though if the runner HAD gotten to second safely, it'd have been humiliating for the defensive team.

He can run at any time he wants. But it would be stupid to try it if the ball is anywhere near a player or in someone's hand. If ball 4 was thrown into the back screen and rolled around for a while, he can try to get to 2nd base. There is no rule about not running on ball 4. The ball is still live until someone calls time.

There's no rule against it. However, a lot of times the runner would probably get caught. A runner can run at any time as long as it's not a dead ball or time out. It doesn't matter if the pitcher has the ball or not.

Assuming that Time had not been called after Ball four, yes it would be allowed.
It has happened from time to time, and it seems that when it does, someone will bring out the "unwritten rules of the game" nonsense.

Yeah, if he wants to challenge the pitcher, but it would be a dumb idea. The pros are a little more aware of whats going on than we were in little league.

I mean seriously "if the pitcher has the ball he cant go" that would be a t-ball rule.

pull your head out of your butt so you can think its baseball.

Anything is possible as long as the ball is in play.

No he can't. He can try to steal after the batter steps into the box.
