No they don't come setup to run Windows.
But with the Intel Macs, you can choose to put Windows XP or Vista on the machine by creating a partition, downloading Boot Camp and purchasing a valid copy of Windows. But you have to do that on your own. The Mac only comes with OS X.

Nope. You have to buy it separate. You can though download the public beta of Boot Camp at http://www.apple.com/macosx/bootcamp/. Boot Camp allows you to run OS X Tiger v10.4.6 or later and Windows XP. Cons: It only works on Intel-based PCs. New Macs will include Boot Camp when Apple releases Mac OS X Leopard soon.

No! they do not.

You have to create you own.

Yes, windows is more known and has more software options, compatibility and viruses (did I say viruses)

however

The Apple OS is FAAAAAAAAAARRRRRR more stable and has little or no viruses (has anyone heard of an apple virus ???? cant recall)

That is it Windows or Apple OS your choice

I use both on separate computers
