My Dad invested in a fund called "Planning for College". He saved about $4000 for my college education. Later we were sent a letter saying the investors were being investigated (?). The fund stopped withdrawing from his account. We were encouraged to send letters to congress to have the matter settled quickly. We never received the money back and were never able to get in touch with those in charge of the fund.

It sounds to my like the fund was a scam from the beginning. That is why the 'managers' were under investigation. If that is the case, you money is long gone. If you still have the letter, you could try contacting whoever sent it. If that fails, take the letter to the authorities. Very few victims of scams ever recover anything. The 2 things scam operators do well are convince people to give them money, and make that money disappear.
