Bush, obviously. Nixon ordered the Watergate break-in, but Bush has broken into our mail, our email, and our telephone conversations. All of us, not just the DNC headquarters, are being spied on. Bush is more evil but less intelligent. Otherwise, the two had a lot in common - that tone of irritation they adopt with the press, their priggish wives, their extreme politics, and their unwillingness to tell the American people what the Executive Branch is doing. Nixon bombed Cambodia in secret, while Bush's secrets, from the energy meetings to the real reason for the war in Iraq, have yet to be made public. Both had unpopular, scandal-plagued vice-presidents who looked and acted like pigs, too.

Bush, without question, not even close. Nixon did a lot of bad and illegal things but his actions did not seriously or permanently hurt the the average American, the US or others in the world.

I dont know but I know Jimmy Carter is the worst president of all time.
Nixon had the guts to resign when caught lying but Clinton stayed on the job.... so Clinton is the second worst.
