this debt collector always calls me right after i make a cell phone call. are they essentialy monitoring my cell phone? wow. i am going to pay the $120, i know it's my fault they're calling, but i'm going to be shocked if they're watching me!

In a word, no. The only people who could tell for sure you were on your cell are the engineers and staff at your service provider. I think you will find its sheer fluke they call then! Perhaps they have been trying to get through for five minutes and therefore knew your number was engaged :)

Just kidding. No, they can't. It's probably just coincidence. They can't tap your phone service.. that would be illegal as they're private for-profit companies.
