Water comes in to the top of the hotwater heater. It runs in though the main (which normally has a shut of on that side) . Then under everysink you have stops for your hot and cold water.

If you are speaking about a water heater, the input valve is for cold water to enter the tank. If you turn this valve off, the hot water will stop flowing. You may or may not have a valve on the hot water discharge pipe. Under a fixture (sink etc) it should be the line on the left hand side.

It should be right on top of your water heater~and has a shut off valve to let you shut it off while cleaning it out, etc.~it's usually a copper pipe.

There should be one on the cold line feeding your water heater.
