I expect that depends on the weather, what you own, and what you are planning to do! If you are asking about the temperature, it ranges from cool (60s) to very hot (80s). If you are a tourist from another country, try not to draw attention to that fact by wearing uniquely American tracksuits, shorts, sweatpants, huge cameras, etc as it will only attract street crime. Londoners are very diverse, and many have a great sense of city style. They are trendy but not slavish about it, not as 'dressy' or conservative as some other places. You'll see people in office suits too.

Really you can't go far wrong by checking the weather forecasts, writing a list of what you're planning to do, setting out some outfits that can be combined in various ways based on your proposed activities, adding comfy shoes for walking, and adding a couple of special pieces for, for example, dinner or the theatre.

If you want specific advice, pretty dresses and sundresses are back in for ladies of any age; linen trousers are always chic and cool (get the blend type you don't have to iron); a lightweight jacket is advisable especially if you want to take a Thames riverboat or go out at night; a lightweight wrap type sweater is always useful; a couple of skirts will see you through most any occasion, and a requirement if you are having tea someplace nice; make sure your shoes are comfortable. Jeans are perfectly acceptable in most places, if boring. And bring a bit of money to buy some accessories or new things in London too.

Pretty much the same you would at home.

August is not hot by many standards, however you would probably be better off in shorts and blouses, or maybe a sun dress. It's very nice in the evening, almost cool. Keep in mind that many hotel rooms in London do not have air conditioning for a reason, except for the hottest of days it's not needed. Unlike Rome or Paris, people do not get dressed up for normal day activites.
