not sure about any particular brand, but the material that allows air out and doesn't let water in is called Gore-Tex and many footwear makers use this, though all will have the Gore-Tex logo on the shoe as well.
Gore-Tex is also used for waterproof trousers and jackets

What you may be looking for is footwear, usually boots, with a Gore Tex lining. I have boots with this lining, so does my daughter. Also used to line jackets and trousers for outdoor wear.

An Italian brand.
Not just for kids though - full range.
A bit like Ecco or Clarks, but with that special waterproof, breathable fabric.
