is there any thing i can do so she just can't up and leave? she is unable to take care of herself mentally and physically.

You would have to go to court and show that she can't take care of herself and that someone else has to make decisions for her but it will be hard to make her stay. They can't hold her prisoner. Maybe you should try to help her feel happier. Nursing homes are very stressful especially at her age.

Maybe she doesnt want to be in a nursing home. Couldnt she live in an apartment with help? I sure would run away if I got put in a nursing home!! If I could.

Unless she has a POA (power of attorney) for her living accommodations, I would say no.
Maybe she is just unhappy. I wouldn't be very happy in a nursing home.

+Who is her guardian. get a Psychiatrist to certify the lack of mental decisions she has and also her Doctor.Have her guardian follow through with this. good luck and God Bless.
