Being 'sexy' has NOTHING to do with your boobs and EVERYTHING to do with your confidence, attitude & how you behave .... cloths & makeup helps, but how you stand, how you hold yourself and how you look others in the eye and smile (or wink) counts for a LOT more
I suggest you start by asking trusted friends to be totally honest and say how your could be 'more sexy' (and see how many (don't) mention the size of your boobs ...)

You`re only sexy if you feel sexy and that comes from within you.Getting fake boobs you can`t afford isn`t gonna be much help!
