You are lucky as Nortons is pure garbage. The only think they are good at is slick marketing skills, to get people to purchase their junk.
If you ever had Nortons installed on your pc., this is the problem. Nortons when youu go to add/remove, you only think that Nortons has been removed. Actually Nortons leaves behinds over 375 fragments glued to all your files, folders, registry keys and hidden all over your system. (This could be why it says, Nortons is already in your system).
You are going to play hell try to remove these fragments, if you can even find them as they cause serious conflict with your system.
I can give you a free program to remove. You must follow the instructions as this program will remove any write protected dll, file, or folder from you system.

Best that you install this free program that is light years ahead of Nortons, and just leave the fragments in your system, if you are unable to remove. Go to run, search in the Program Files, look up Norton and see if there are any install files.
Did it come with the computer free, or free trail? If free you might can just un-install and reinstall it.

Norton is a good AV, Not the best, but good none the less.
now, on to your question; you need the Norton removal tool.
go to the link in sources, and run it, reboot and then install norton.
it'll work just fine.

I'm sorry, but your computer is doing you a favor. Norton is a scam. Their scans take forever and it hogs RAM. If you don't care about the amound of RAM you have or the CPU usage amount, then go ahead.
But, like everyone else and Me, WE hate it.
So, you're better off with either
McAfee
ZoneAlarm
Kaspersky
Panda
AVG
CA
Avast

I won't say that Norton is not a nice AV software because I use the corporate edition in my office and it does a great job!
But still its difficult to uninstall using the windows ADD/REMOVE section...
You need to download NoNav.exe (Search google or Yahoo for the executable; or else you can have it here http://www.eng.tau.ac.il/~uuddii/virus/tools/Symantec/)
Execute the file and it will do the job for you.
