A definitely. Lincoln only had 40% of the popular vote and wasn't on the ballot in the south.

B is the correct answer. To win the Presidency of the U. S. outright, you need a majority of the electoral college vote. Lincoln got 180 electoral college votes out of 303. So back then, you needed 152 electoral college votes to win outright and don't have the election been decided by Congress. He got 40% of the vote, so 60% of the electorate back then did not wanted Lincoln as President of the U.S., that is a 3 to 2 ratio.
