I have my own strong views about this, but am curious to what the consensus of opinion of others is.

Is it considered child sexual abuse if the child "comes on" to, and initiates the behavior with, an adult over 18?

It is absolutely child sexual abuse.

Inherent in the "abuse" dynamic is the fact that 1) adults (should) have more maturity and better judgment than children 2) adults have more power in the relationship than children, and therefore can (subtly) manipulate the situation in ways that the child may not understand.

Children may indeed "come on to" or "initiate" sexual behaviors with adults. Children may do this because they are acting out something that they were taught and do not understand, they may not fully understand the consequences of what they are doing, and/or they want attention and feel as if they are only valuable as sexual objects.

I think you would have to let us know what age you're taking about. In NY if a person over the age of 18 has sex with a person between the ages of 15 to 16 depending on the circumstance it can either be rape (if intimidation or force is used) or satuatory rape becasue a lot of young girls have boyfriends who are much older than them. Younger that 14 it's considered rape.Which of course is child abuse. Unfortenelty a lot of parents aren't as viligant as needed about who their children hang out with. Most teen pregancies are between Girls under the age of 19 and men over the age of 21. But I would think that most adult males realize that any girl 15 and under don't come on to them for no reason, That that is an indication that something is wrong and that they would want to help them. Adults should never have sex with children under any circumstances. , It takes a way a sense of saftey that the child should be able to count on. The very people who are suppoesed to protect the children are talking advantage of them. Isn't this the reason that we're so upset when the Police do something wrong?? Becasue we've feel violated by a sense of broken trust? If we can't rely on the police to take care of us the people that we trust our safety and security to than who do we trust?? Children feel the same way when an adult takes advantage of them, who do they turn to next? No one and that causes a wave of other issues that they are dealing with the rest of thier lives.

Of course it's sexual abuse. And it's illegal too.

Some children have been abused by relatives and think that the way to show love is by engaging in sexual behavior, so they might "come on" to you. If you victimize them again, yes, you are an abuser.

No. It is considered a clear sign that the child has had exposure to similar behaviour, and that exposure has impacted profoundly enough for the child to believe that by behaving this way, they are fulfilling their impression of normal behaviour.
Children imitate learnt behaviour

the crime would be statutory, the adult knows that behavior is not permitted by law. I dont believe you would be justified in calling it child abuse, although depending on circumstances it may be the result of abuse.
