Lacquer thinner, available at auto parts store, should do the job real easy. Be careful not to get it onto the paint although if it is a top quality paint job or an original paint on newer car it shouldn't hurt it.

Take your car to a hand car wash! Most of them will do cut and polishes, for just your bonnet you'll be looking at 40 - 50 bucks it cost me 130 to do my whole car i had to get it done cos some idiot sprayed a white line down the side of my car.
