An older friend of mine would say you bought yourself a life experience.
You can write it off your income tax as a bad debt. Then your friend will have to declare the money you loaned him as income. If he fails to do so, he can incur penalties and interest from the IRS.
How the IRS finds out about this can be a mystery.
Bottom line, the only money you will get back on your "investment" is the tax savings.
You can take him to small claims court and even if you win a judgement, he can still refuse to pay you. Give it up now, and save yourself the anger and frustration. Your friend will be relieved and will probably pull this stunt on other people until he alienates every relative, friend and neighbor he has. At some point he is going to wind up in jail or worse. Lucky you, you don't have to deal with him any longer.

Try to get a recording if it's legal where you live. As a rule, never loan money to someone unless you are okay with NEVER getting it back as you probably won't.

1) NEVER give a friend or family money unless you give it to them as a gift.

2) You can sue him. That's about it.

Why are you trying to prove that he borrowed the money? Is it not enough that you know? Confront him.
