Partly cloudy and partly sunny are pretty much the same. When they are forecasted it means that there is 30 to 70% opaque cloud cover in the sky. They use both terms even though they mean the same thing.
On the other hand, mostly sunny would be about 5 to 30% opaque cloud cover, and mostly cloudy would be 70 to 95% opaque cloud cover.

a partly cloudy day is when there is mostly sun, but some cloud cover during the day. and partly sunny is the other way around.
