Popeye just finds him floating in a basket at sea; so he adopts the "infantk" as his own son. in a Fleisher cartoon Swee'Pea was originally claimed to be Olive Oyl's nephew, but how he is related to her precisely is never explained.

No, Swee'pea is adopted. His mother left him on Popeye's doorstep (this was in the old days when you could do things like that) and he adopted him. Swee'Pea was actually supposed to grow up to become the Prince of some tiny nation, and there were asassins after him, etc. It made for a good adventure, but the writer just kept the kid afterward. He must have been popular with the readers.
So the kid is not related to either of them. Olive just keeps hoping that Popeye will break down and marry her, but she doesn't now anything about sailors! (He probably has a girl in every port.) She takes care of Swee'Pea, hoping to show that she has maternal instincts and knows how to take care of kids. Popeye's cool with that. He'll let her wear herself out taking care of the kid. Popeye's a playa!

Huey, Dewy and Louie are Olives kids and Sweepea is Donald Ducks kid...ohhhh, wait....wrong comic.......never mind......would this be a good place to ask why if Goofy and Pluto are both dogs,how come Goofy can walk and talk like a human while Pluto cant?
