Use "wire ties". The electricians use them to tie a bunch of wires together. You put it around the lattice and the rail and then draw it tight. They come in various sizes and colors. If you ever want to take the lattice down, just cut the "wire ties" and remove it.

Just did this a few weeks ago. Attached ours with large plastic zip ties. So far it's holding up very well, they're sturdy and work well with an existing railing.
I want to take our lattice off this winter, so like the option of easily taking them down.

Either drill holes and use screws, or use a construction adhesive.
