I have seen these, it a type of Beetle, but, I could not tell you the exact type. May try searching Beetles if no one knows.
I searched; Beetles, North America Beetles and even White and Black Beetles. I seen a lot of beetles, but, not this one. One article said there like 300,000 species in the world and 30,000 in North America.
It may be called something else so using Beetle in the search may not be the best approach.
If, you do a search specific to your State in may narrow it down.
Also, as a last resort your County Cooperative Extension Office may know. Look in the Blue Pages of the phone book. You mat be able to just e-mail them a picture.

It's a longhorned beetle, family Cerambycidae. It is a rather
rare kind, I've seen only one in my life, and it was dead. The
person who said it is a cottonwood borer may be correct, I
don't have my references at hand, so I can't check to be sure
or to give its scientific name.
