Canada is more socialist overall. They have a higher rate of taxation and government provided health care. Based on this, the U.S. is based more on personal responsibility. My opinion is that for countless reasons including sociological effects and economic effects on society as a whole, we should almost always lean more towards an emphasis on individual responsibility than we do.

Re-wording that question, you get "Which country is more of a dog-eat-dog, cut-throat society, with no rights for the poor or minorities"
It's a no-brainer, it's the country that has no national health plan and wide open gun ownership. One person decried Canada's health plan, and gun restrictions - you really have your head up your a**, you don't know what's good for you.
A better question would be:
Which country is a more egalitarian society; which one has rights for the poor and disadvantaged; in which one are you free to criticize the government without being told to 'love it or leave it'; which one is not ruled by an alliance between right-wing extremists and religious bigots; which country has respect for international law rather than it's own domination desires.

The USA; it's not even a comparison. Canada is too far to the left and they are all about making excuses for behavior, and omitting personal accountability.
Take a look at their positions, gun ownership being illegal, national health care . . . they try to relieve you of the "burden" of making decisions for yourself at every turn in order to force government dependency.
The left doesn't want personal liberty because they cannot handle personal responsibility.

Personal responsibility is an individual value and does not form the basis for any country--the very idea is ludicrous. What you probably meant to ask is in which country that value is more widespread. Nobody knows the answer to this, and anyone who claims that they do is either fooling themselves or lying.
