Start by getting into a University in an Electrical Engineering program. It all starts with basic electronics knowledge and MATH.

There is a book called "Soul on a New Machine" that decribes the DEC corporations effort to build a new computer and the chips. It's an exciting book - not a technical journal. The book is old but is still available on book sites like Amazon.
It takes teams of people. Microcoders and engineers to make todays comercial chips.
You can build a breadboard and make the code for a blank chip. It start with a simple 8 bit chip since it takes a lot of work. You can build the code and burn it into an EPROM and then run it. You'd need an eprom burner. All the things you need are available from sources on the web. The directions are available from IEEE journals and on the web.

I did both electronics and computing when I was studying.
to design a chip from scratch easily demands a big team of people. a lot of people will use other chips as a footprint and design their specific thing based on existing things.
there are specific programs designed for making/testing chips.. the logic of a chips also.. e.g. logic gates.. nand / and / or etc.
it's a bit like programming in the sense of many smaller modules make up the bigger parts. like on older computers say 8 bit ones.. (say the c64) .. you have 1 chip for gfx (the vic) one for sound (the sid) .. and one that deals with the math, and controls both the sid/vic chip.
the end users can do wonderful things like below, which is a combination of all 3.. and yes thats a real c64 =)

You just need lots of logic to design the circuit according to your objective. U need to use few switches which are like conditions answerable by yes or no/ on or off, and these series of on's and off's are like sentences that instructs all the devices in the circuit. The small computer chips looks very techy because they were made compact using machines predesigned by the engineers. I dont think smartness drives these engineers to make these chips, i think its the enthusiasm in their work.

Minimally you will need the knowledge of a 2 year computer or electronics engineering diploma. It would be better to go to university to learn more logic design.

u have to be pretty smart and have a masters in computer technology or Electrical Engineering. U also have to be good at math.
