It is certainly headed that way.
The old duality of Fascists and Communists was a Fascist Lie. They were both Fascists. But Authoritarian is not Totalitarian, that is a special evil.
However you put a government togeather there is only one real question (though there are two aspects.)
How much freedom do you have to decide your own life, and how can you hold accountable those who make decisions for your group?
As a government slides toward Fascism the trend for both those things is not good, but as long as you do not oppose them, and do not stand in the way of their looting, you can think what you want, and as long as it does not threaten the Gang Of Pirates, pretty much say what you want.
They will steal from you and not come to your aid in a situation like Katrina, and even pack you off to one of their wars, but not insist that you think and act at every level as they would control you to do, That is Totalitarianism.
The Dominionist Theocrats among the Gang Of Pirates are just such Totalitarians. Aside from the usual crony looting etc, they have a whole list of thought crimes that they will kill you if you are caught thinking them, and all kinds of crimes of behavior that effect no one, like homosexuality or even lust, Slovenliness, obstreperousness, even thinking these guys are really nuts could get you killed.
Unfortunately the USA is being driven that way as well. These folks are calling themselves "Conservative Christian" but they are neither. Jesus own words are like poison to them, and they try to portray a sword swinging Jesus,That only the Spanish Inquisition could "love", demanding death for violating the Ten Commandments, even as they violate both them and especially the Golden Commandment to treat others as you would have yourself treated.
Everywhere you see Christianity being shoved down the throats of others, you see these people behind it. They hope other Christians will see them as allies and not as the subversive snakes that they are. But it is working as piece by piece thay push their agenda of Totalitarianism forward.

Is the USA becoming totalitarian? No.
But...
Can the government have to much power? Yes.
Can the persident have to much power? YES.
We're not becoming totalitarian, but we are putting too much power in the Executive Branch. I hope the next President, even if he/she is a Democrat will cut back the White House's power.

The goal of the NWO is to destroy the Republic, undermine its sovereignty and its social cohesion. The false flag attacks help to achieve that as does mass immigration etc.
It is used to justify repressive legisation and increased surveilance of the population.
The problem with the system is that is a de facto single party state since main parties are bought and paid for by The New World Order.
The US is only another false flag attack or two away from a completely totalitarian system.

That is why we need a balance of power in America. If we move too far to the right we become totalitarian fascists and if we move too far to the left we become totalitarian commies. Democracy can only exist when the two extremes are held in check.

Yes, both entities can have too much power and when this does happen, totalitarianism can result. But the US Government/Bush is far from becoming totalitarian.
