Why are establishments allowed to pay servers less than minimum wage when most other tipped employees make it?

I know that the tips are supposed to cover the difference. What I'm asking is why it only applies to servers.

because tips are supose to compensate for the rest.

I just read the Minimum Wage poster in my office and it says that people who earn tips can be paid less then min wage but that the tips plus the wages must exceed the min wages. Check out the poster for yourself...

I think the reasoning is that the customers are helping to pay the server's wages.
