I have a 66 t bird also and had the exact problems you are having, the fix was that on the passenger side under the dash where the cluster is, there are sensors for the turn signals and gas guages that need re- calibrating, send them to the Bird Nest in Portland oregon, 503-231-6669 and they can fix them for you, they are very helpful to talk to. I would take it to the ford garage the only reason i say this is they can find the problem faster and normally cheaper. However if you want to try some things on your own the ground wires for many cars go through either the ignition switch or the head light switch and both will give you the same indication so i would replace them and go from there but as i said before the shop can trouble shoot it much faster and cheaper in most cases.
Good luck

Remove the instrument cluster. May have a bad ground. With an multimeter check the power input & ground continuity. If OK, then probe the sender wire. If circuit is open then you may have to trace the wire back to the tank for possible breaks. Split any plugs found & check for corrosion & continuity. IF OK, then you may have to drop the tank & replace the sending unit. While cluster is out, may want to check all the light bulbs are working.

It is possiable that the float which allows the guage hand to move up and down is stuck.
