There are various reason why people cheat on tests. Here are a number of reason that I have experienced.

They don't want to bother to study.

They don't have good study skills.

They get scared and are not confident in their own ability.

They think everyone else is doing it so why shouldn't I.

They think it is easier to cheat than study anyway so just do it.

The don't realize they are cheating (believe it or not some actually don't - but it is rare). This mostly occurs when the exam has a written component which they can work at home and they will plagiarize.

They are so afraid of failure they wont take the chance.

They are simply dishonest people and think cheating is normal and how things are and should be.

Low self-esteem

There are some of the reasons that I have found in my teaching. I will tell you that there are probably even more reasons than I have stated here - but these are most of what I find.

Because they live in the real world. They could all be angels and accept that getting a low score is going to give them a lifetime of low paid unpleasant jobs taking orders from everyone, or maybe not even get a job at all and try to live on welfare.

They could accept that this will have adverse consequences for their own kids in the future.

Or they could think that being a goody goody sometimes just costs a person too much.

Life isn't fair. Some people are very bright and learn easily. Some women are so good looking they will be able to have almost anything they want.

I guess you think that people without any natural talent or beauty should just accept that they were dealt a crappy life and they should just get on an struggle through it.

There are lot of reasons why..but the usual reason, they just want to passed the exam and get over with it..

In college there are a lot of pressures to succeed. If someone's parents are paying 10-15 thousand a year for school you want to do well to show them you appreciate their investment in you.

They don't want to take any risk to review for exam.

They are parasites living on others' intelligence. In the end they usually get found out.
