An easy wat to kill the bugs and not the roses would be to use dish soap in water and spray the whole plant with the mixture. Aphids die and your rose bush gets squeeky clean. It's a very common way to keep roses bug free. :)

They could be aphids although on my roses they are usually green not white.... You might also have another type of infestation or powdery mildew if it is not an insect. I would try a soap spray.. that seems to help with most problems with roses and is low cost and environmentally OK....

okay it is either whitefly or aphids just go to home depot or lowes and ask them for an insecticide you can spray on roses. good luck they are a pain .
