it's 25 watts continuous rms and 60 watts peak 2 peak(mostly distorted harmonics)

RMS or rms is a "power" measurement. Here a quote from Wikipedia:

"In mathematics, root mean square (abbreviated RMS or rms), also known as the quadratic mean, is a statistical measure of the magnitude of a varying quantity. It is especially useful when variates are positive and negative, e.g. waves."

The higher number is what is called PEAK. RMS is a much better measurement and it is roughly equal to 70% of PEAK. Manufacturers love to use the PEAK number to sell a product however.
