As there is no universally accepted rating of philosophers, this question can not be answered once and for all.
There are quite a number of famous philosophers which are usually attributed as being Germans, e.g. Immanuel Kant, Karl Marx, Hegel, Schelling, Adorno, Marcuse, Gadamer, Habermas etc.
With high numbers come high probabilities of being in the TOP 10, so to speak.
In a BBC programme last year or so, Karl Marx actually won the Greatest Philosopher "award" (http://www.bbc.co.uk/radio4/history/inourtime/greatest_philosopher_vote_result.shtml) and there are quite a number of Germans on the list :-)

No. The best philosophers were those of the East.

Philosophy was not something for the elites who could afford education in elitist societies. One must generally wait for post secondary education in the West to dabble in this area. In Germany, most of the philosophers were those who struggled with mental illness such as depression and who sought solutions to their own suffering in the world.

In Hinduism, Buddhism and a variety of others schools of thought, the poorest, the youngest, the oldest, etc. are all free to learn about the ways of the mind. As compared to the Germans, the alleviation of suffering was shared in Eastern cultures.

I don't know about today, but in ancient times, I associate philosophy with the Greeks. You have Socrates, who tried to make others think outside their comfort zone. Plato, Socrates' student, went on to write the Republic, a fascinating piece of philosophical literature. And Aristotle, student of Plato, who went on to teach Alexander the Great, one of the greatest conquerers of all time, and who remains to be the richest man on Earth.

The most influential were Neitzsche, Marx, Hegel; Freud and Wittgenstein were Austrian (closely related). But, much of the foundation of modern philospophy, economics, psychology, etc. can be attributed in some part to these guys.
