only if i restart my pc then it ok ready but the same problem occur when i insert any cd..so how ah?

reading your question i realize two things. first thing your cd have so many scratchs . second thing is your cd rom not working properly.
first thing take new cd try it . if same problem arises . your cd rom is not in condition . cd rom contains lenses . if they weak it wan't work properly. even though if you repair this some days only it' works. that is 2 to 3 months. better buy new thing.

Obviously the first thing you want to do is use a different CD.
The problem seems a little serious if its to the point of causing Windows to stop responding. It does sounds like a malfunctioning hardware but hey, I'm sure u can get a dozen of different cds to test first.
If its all the same, than your CD rom is already malfunctioning. Get a new drive.

May be your cd have scratches, thats why it doesnt autoplay and stuck.
so it may have autoplay problem
try this
when u insert cd press shift button, that will not let autoplay cd. and i think ur computer wont stuck..
