Hmm.. this is strange.. Do you mean the scratchy sounds only appears when you're scrolling... I think it may be the same problem I'm facing too. Mine too, scrolling on web page create some strange sounds. But it isn't all the time. It happens randomly.

I don't know for sure what's going on too. I could only guess.

Well, when you're scrolling through a web page, it use some amount of processing, which means loading your CPU. This is especially true when the website has alot of fancy multimedia stuff such as flash or Java contents. And this in turn, means that you're loading your Power Supply Unit too. So, perhaps the change in the PSU load may, for a split second, affects the power being supplied out of it.

My guess is probably due to a slight change (maybe a slight, split second voltage spike) that occur when the load of the PSU changes, so the sound could either come from the PSU (electrical resonant does cause sounds, which is something that you don't have to worry about) .... or, some changes of speed in one of the moving fans, producing some kind of mechanical sound like that.

It's just a guess. There's so many system fans I have I couldn't possibly turn them all off to diagnosis the problem. I have been having this problem for over a year now, on and off, and it doesn't cause any hardware malfunction or crash my windows. I'm just assuming it's fine and nothing to worry about.
