oh he has his moments of being misunderstood, like with the trillion dollar bill even homer helped him, oh and when he actually gets a girlfriend homer gave him shots to feel young again...hmm im seeing a connection with mr burns being misunderstood when homer is there... but yeah evil

Maybe he is just misunderstood... there is i think a side that was shown with Lisa Simpson. I don't know. Maybe he's just misunderstood.

He's defiantly evil. In the episode where Homer becomes Mr. X, he gives nuclear material to terrorists.

Hellooooooooo!!!!!!!!! If you watch the Simpsons enough then you'll understand he is just a lost soul. He lost his parents and he does not family of his own. That's a lot to deal with. Besides he is old, hence he's just grumpy not evil.

Why can't he be both?

Its clear that he's evil. (examples: having a trap door in his office to rid himself of complaining employees, attempting to bribe Nuclear Aregulatory Commission agents...)

Its also clear he's misunderstood. (examples: his conflict with Maggie over his childhood bear "Bobo", his love/hate relationship with Smithers, etc.)

Its easier to find examples of his evilness than to find examples of how he's misunderstood.

Maybe a little bit of both. He has had his nice moments, but at the same time he seems like he does have an evil streak.
