At the undergraduate level, Harvard would be a better choice because of the people you will meet there.
At the graduate level, Harvard would be a better choice because of its international reputation.
Penn is mostly known for its Wharton School and its medical school. In fact, its Wharton School has a bigger international reputation than Penn itself.

It's one of the best in the world. Harvard isn't bad either! You'll do well whichever one you choose.
