What the hell is 'diploma of property credit grade' suppose to mean? From the wording of your question I don't know why anyone would consider paying you $10,000 for anything, so it should not be a concern.

I assume you are in the U.S. Different states have different rules, so this answer might not be correct in your state. Generally, every business needs a busienss license issued by the city or county, and there will be no qualifications required. A handyman business usually includes home improvment work, and therefore in most states you will need a contractor's license. I have heard of exemptions from the contractors licensing rules concerning jobs that are small in dollars, but I don't know what the dollar limit would be in your state. I have never heard of any city having an exemption from business licenses requirements regarding the price of the jobs. The city answers can be obtained by visiting city hall and asking. The contractor's licensing answers might be findable on the state contractor's licensing board website, or you might try calling them.

Every state/city has different regulations. Check with your city. At the very least, I believe you will need to post a surety bond.
