I have Laurel bushes and also Connifers the Laurels seem more hardy than the Conifers.As I am on a water metre I wondered if I should plant all Laurels. As once conifers start to die off from the bottom they don't revive

they are both extremely hardy.
i would go for laurel simply because they can regrow from lower nodes if the tips die off, as where conifers don't. you are correct about conifers don't revive. they will both need watering for the first few months of transplanting (the bigger they are the longer you need to manually water), i would give them a dose of fertiliser also.

If a laurel bush and a conifir are planted in the same soil that has been well watered..both should continue to grow well. If the conifir is in container or bucket then it will need to watered to stop the soil drying up and stunting growth.

Laurels are very hardy, we very rarely water ours through the summer and they are in perfect condition.
They draw all the moisture they need from bellow the ground.
