I'm not sure what your trying to say here. I think the question your asking is... If everyone knows that pollution is bad for the environment, why do we allow it to continue?
Well this is a theory I just came up with.
Just like everything else, it's about money. Companies that make things in factories want to spend the least amount of money possible while still making products at a desirable speed. Usually, the least expensive methods of making things are the most harmful to the environment. Businesses don't want to spend money to update there old machines to environmentally safe ones. Big companies usually don't give a **** about how their factories are effecting the planet. They just care about making lots and lots of money.
The reason the government doesn't do more about pollution is disputed. I only see one logical reason. If the factories are forced to update to environmentally friendly machines, they're losing money. That means the government loses money too. They obviously dont care about the planet either.

People do not realize the severity of this issue unfortunately. especially companies. they want to make money yes, but not all the intention is bad they also want to keep their employees in the job as well. we also play a big role in this. we can't live without cars, aerosol hairspray air freshener, etc, air conditioner, lawn fertilizer that gets into our waterways. leaky cars (oil) all of this plays a HUGE factor in pollution today. we need to wake up and smell the toxicity, and stop it. honestly to put it in simpler words everyone thinks their SHlT don't stink. they think how much pollution can one man cause. enough to cause another Holocaust to be quite honest.

Some guys still contribute to pollution because today's liifestyle is like that Without AC it is hard to be in our room we need a car to go to our office soon but still i use my cycle i PROMISE
so adjust use a fan instead of AC
Use a Cycle for Short distances instead of Car
and use bike/car only when it is urgent ..
