The paper weighs more.The rocks have air gaps but the paper is more of a solid object.It is sad how the people on here don't know that yet I am thirteen years old and a lot more wise.

In vacuum they will weigh the same(1 pound each)
but if weighed in the presence of air 1 pound of paper(if crushed into balls) will weigh more coz of the air that has seeped inside the gaps. If the paper is not crushed, then they will weigh the same.

they are equal...a pound is a pound...no matter what the pound of material is...it would take a greater amount of paper to create a pound then it would rocks

A more interesting question would be to ask whether a pound of gold weighs more than a pound of rocks, given that one of measured in troy ounces and, in fact, there is a difference in their weights, using a common measure and one would weigh more. The answer to your question is that they weigh the same.
